What do I do to help my sister?

Name Confidential

My sister has anxiety attacks and she is a mother to 4 children. She is very irresponsible and I do not know what to do to help her. We give her money to support her children, but she gives it to her good-for-nothing husband. He is a lost cause and does no help. The only thing he is good for is causing my sister’s frustration, thus giving her anxiety attacks. Her house has no real food--only chimichangas and some unknown substances in the fridge. What can I do to help her? I'm at a loss.
